Dire warnings were issued two years ago in January 2009 with the California Department of Water Resources director declaring: “We may be at the START of the worst California drought in modern history”. Shortly after his declaration the skies opened up and poured rain and snow for the next two years leading to the end of the drought in March 2011 with the mountain snowpack reaching 160% of normal state-wide.
